i cant see player skins or custom npc skins i can see some random ones for some reason but most are just steve or alex

listed below are images of different npcs on the hypixel server this is also affecting players but could not get anyone to help me 

ive seen these with theyre custom skin and theyre not steve heads as shown some do show customazation but most are steves 

ive been on many forums and discords but no one has had this issue
