1.16 Sound Pack Not Working Unless Players Use Optifine

      I have a resource pack from 1.14 that I changed to be for 1.16.1, and when playing on a server on the basic 1.16.1 installation, players cant hear it. The resource pack is downloaded through the server, not by each player. However, when players use optifine, they can hear the sounds from the resource pack. Why is this happening and how can I fix this? The resource pack is attached. If it helps, the server host that we are trying to use the resource pack with is Minehut, so that might affect it.       I know optifine is not made by mojang, but that fact is just to support that this resource pack doesn't work on the unmodified game. With no modifications, on basic 1.16.1 Minecraft, this resource pack doesn't play any music when using /playsound or skript.
