If a shulker gets in a boat with the player and you row it out onto water, the shulker will start to drown once it is out of breath. I know it is drowning because I tried giving the shulker water breathing, and then it was fine. Note that the player has to be in the boat with the shulker for it to drown. You also have to wait for it to run out of breath before it starts taking damage.
