Spawning below Nether Portal

      I found a similar issue in: MC-173684 however it says that it is resolved in snapshot 20w14a.

      Portals created in the Overworld going into the Nether seem to spawn me around 20 blocks below the actual portal. If the portal does not already exist, it fails to generate a new one and places me below where it would be often in the air.

      Portals from the Nether to the Overworld seem to work fine. I've made around 12 portals so far to test, and around 4-5 of them failed to generate, so it's pretty inconsistent but the video shows one attempt where it does fail.

      Steps to reproduce:

      1. Create portal in Overworld
      2. Go through portal to Nether
      3. Observe spawn point with no portal generated
