Vine blocks will prevent both 2x2 spruce, and 2x2 jungle saplings from generating at all. This is not the case for the 1x1 variants, which are able to grow properly.

      Steps to Reproduce:

      1. Replicate this setup:
(The vines need to be above the north-west sapling)
      2. Place spruce, or jungle saplings on top of the grass
      3. Bone meal the saplings

      Observed & Expected Behavior:

The sapling will not grow, no matter how much bone meal is used.
The sapling would grow, as vine blocks are included in the "replaceable_by_trees" block tag.

      Notes:

The noteable gameplay affect from this issue, is that growing jungle trees inside a jungle is very difficult, if not impossible. Due to the high volume of vines, the player will be unable to grow 2x2 trees unlike expected.
