default_fluid does not affect water ponds' generation

      In custom settings json I made a multi-biome world with multi_noise generation and inserted following fluid setting:

      "default_fluid": {
          "Name": "minecraft:air",
          "Properties": {
          "level": "0"
      }
      

      The seas and rivers were emptied. However, small ponds of water still generated.
