Breaking skeleton skull, wither skeleton skull, creeper head, piglin head, or dragon head from top produces no breaking animation

      The bug

      When trying to break either a skeleton skull, wither skeleton skull, or creeper head while standing on top and breaking in the middle of the head/skull, there is no breaking animation (cracks in the block). This is different from what happens when breaking any other block. It would be expected that the animation plays for the heads/skulls too. This does not seem to be the case for player heads or zombie heads, however. When breaking one of those heads, cracks can be seen before the head is broken.

      How to reproduce

      1. Place down either a skeleton skull, wither skeleton skull, or creeper head
      2. Stand directly on top of it and start breaking the center of the skull/head
      3. Notice how no cracks appear, even though it will break
