      The bug

      Mobs with the NoAI tag can still enter boats if their collision collides with the boat's.

      Note: The strange behavior when entering the boat in the video is due to MC-167299

      How to reproduce

      1. Summon a NoAI mob 
        /summon villager ~1 ~ ~2 {NoAI:1}
      2. Summon a boat on top of the mob 
        /summon boat ~ ~ ~2
      3. Get in the boat. If you do not start slowly moving downwards, get out of the boat and try again. This may take a few attempts.
      4. Get out of the boat. The mob should now be in the boat
