      1. Place Redstone Dust On Glass
      2. Put Another Piece Of Redstone A Block 1 Block Lower
      3. Power The Top Redstone

      Expected Result: The Redstone Should Power Downwards

      Observed Result: The Redstone Does Not Get Powered
