In 1.6 the only way to turn a boat seems to be to accelerate and look the direction you want to go. Pressing the left (a) and right (d) keys won't make the boat turn at all. I find this bug very irritating because it make boats hard to control and makes the boat go very fast when you press forward. It is nearly impossible to navigate narrow rivers or avoid obstacles without ramming into the side at high speeds.
