All you need to do to obtain the Local Brewery Advancement (Survival Mode) is place a bottle in a brewing stand and take it out...

This also works if you place a premade potion in the brewing stand and take it out right after ( i think )

This has already been reported but has not been fixed since at least 2017, although it seems it was reported long before then and is still unresolved...
