When underground and it is raining, rain particles still appear through at least a single layer of blocks as a ceiling.

What I expected to happen was that the grass block ceiling at the surface would prevent me from seeing the rain particles.

What actually happened was the rain particles continued to descend regardless of the presence of a ceiling.

Steps to Reproduce:
1. Set the weather to rain.
2. Clear out blocks under the surface of the world such that there is a single layer of blocks overhead.
