The bug
After the Mojang Studios loading screen is shown in a world, random textures flicker around it until the game is restarted regardless of graphics settings. This has been the case since 1.14.
The loading screen has the old Mojang logo before 20w21a.
Note before reproduction
The bug only affects certain graphics cards, so please attempt reproduction first, and then see if it can be reproduced.
If successful, please hold F3 + C for 10 seconds to manually crash the game, find the crash report in minecraft\crash-reports\crash-<DATE>-client.txt, and then search for OpenGL or Backend API to determine the graphics card involved.
Here is an example in a crash report that shows OpenGL:

How to reproduce
- Trigger the Mojang Studios loading screen in a world by enabling or disabling resource packs, changing language, or pressing F3 + T to reload resource packs.
- Exit the pause menu and then observe the world.
→ Random textures flicker around it. - Restart the game and then enter the same world.
→ The flickering of random textures is fixed.
Workaround
Instead of changing resource packs or language in a world or server, do so in the main menu instead, and then re-enter it. However, this is inconvenient to use in Multiplayer servers in certain cases.
