Well, i've recreate a new world (1.16-Pre6), with Deep Frozen Ocean
Seed: 33490

and make it rain. There rain dropping on snow block. And this break immersion. It's a bug.

Problem solutions:

1- You make it snow in this biome
2- You change the terrain generation for generating snow block only at the snow falling height.

PS: but, yeah, as you can see, you were probably right with my corrupted world, cos it's raining at Y:155 as seen on picture #2
