Phantom doesn't spawn anymore if I go to nether or the end even I haven't sleep for a long and phantom can spawn before I go to the nether/the end on a server

      What I expected to happen was...:
      Phantom can spawn after I back to the overworld from the nether

      What actually happened was...:
      i go nether (after 10 days doesn't sleep), when I come back Phantoms don't spawn anymore

      Steps to Reproduce:
      1. count day don't sleep of one players
      2. make phantoms spawn in the overworld when players came back from the nether
      3. ...
