When placing an enchanting table with no books surrounding it, the first two enchanting slots are missing. only the third one is there and when trying to enchant with the first two, it does nothing forcing you to only use the third section.

This seems to happen only with a fishing rod that I have tried. A stone sword and bow seem to have the first two pop up but no third option.
