To trigger the bug use soul speed 1,2 or 3 on soul soil/ sand when you're running it will make your FOV increase massively and for example if you've built a project in the nether wastes you'll be needing it. It won't be long till you start to feel a little bit sick from the FOV changing from the one you've set then the one that is buggy. My advice when you've fixed this bug remove the durability factor as well when using the enchantment it isn't needed!

Use a potion of speed 2 to make the effect worse...
