Netherite tools and armor are always in the list of crafting recipes, even if it's filtered to only craftable recipes and/or I'm outside of the smithing table.

What I expected to happen was...:
The netherite items would only show up in the crafting recipes if I had the corresponding diamond item in my inventory, had at least 1 netherite ingot, and was inside of the smithing table GUI... So I guess never since there isn't a list for the smithing table yet.

What actually happened was...:
No matter what, the recipes for netherite items always show up in my list of crafting recipes.

Steps to Reproduce:
1. Obtain all of the recipes using "/recipe give @a *" (This is how I obtained the recipes)
2. Open any GUI that allows the menu of crafting recipes to be visible
3. You should see all of the netherite items (minus the ingot) in the recipes menu. Even if it's set to filter out uncraftable recipes, you don't have any diamond items and/or netherite ingots, and/or you're not at a smithing table.
