Outpost and ruined portal loot chests in the overworld do not carry any loot in the chests. Was very dissapointed when I came to both and nothing was in the chests. I'm playing in singleplayer and haven't opened lan to anyone else. These are the only 2 i've discovered so far but underwater ruins and shipwrecks did have items in the chests.
