Creating new world on 20w22a causes the chest loot to not generate. As far as I went, villages chests, drowned places chests and treasure chests don't have loot in it. I tried on creative and survival mode and both didn't have anything on it. One small detail is, when you select the bonus chest, it does have loot in it.
