The bug is that as of snapshot 20w21a underwater and overworld netherportal ruins now spawn empty

What I expected to happen was...:
Expected to find loot

What actually happened was...:
Chest in all nether portal ruins were empty 

Steps to Reproduce:
go to a nether portal ruins and open the chest.

(not sure if its my update acting buggy but for the last 20 world generations i have had all village and nether portal ruins spawn with empty chests) [ps please disregard anything gold in my inventory in the screenshot as thats loot from elsewhere]
