In snapshot 20w22a, there is a horrible bug which causes the clouds to 'freeze'. when I went to turn off clouds (having previously set them to fancy) they would stay on my screen - but when i looked around, they would stay in the exact position on my screen when i looked down, making the clouds look like they were vertical.
