Some of the generated structures are not generating loot. I found that the Pillager Outposts, Villages, Bastion Remnants and Ruined Portals have this issue. I teleported around to a hand full of each generated structure in a new standard world and none of the listed ones ever had loot at all, the chests generated but were all empty.
