While hovering over an item in version 20w21a the tool tip appears behind the stack amount text. This happens with any item in the players inventory or in a chest.

The visual glitch is a layering issue with which order to render the text. Instead of displaying the stack amount behind the tool tip it is displayed on top while the item is behind.
