      What I expected to happen was...:
      I thought that now only a hoe can collect more vegetables with enchantment "fortune"

      What actually happened was...:
      but it turned out that the axe can also collect more items with "fortune"

      Steps to Reproduce:
      1. enchant the hoe and axe to "fortune 3"

      2. try to collect any vegetables
