Wither skeletons not spawning in nether fortress.

      I have been walking around in my nether fortress for about an hour killing all mobs i find but no wither skeletons seem to spawn at all. Just a couple of snapshots ago i walked around in the same fortress and killed many without problems.

      I think something changed in 20w21a.
