Only Piglin/Zombified Piglin spawn in Nether Fortresses

      In two separate nether fortresses no wither skeletons, skeletons, or blazes spawn naturally. Blaze spawners work. Attached are 3 screenshots, one showing difficulty setting the other 2 show no nether fortress specific spawns in two separate fortresses in separate biomes.
