Redstone does not fully update from being a dotted form to a crossed form when it's state is changed by non-players

      When a redstone dot is changed to a cross without player interactions, it won't power it's surroundings as if it's still a dot.

      How to reproduce:
      1. Place a block of redstone under a dotted redstone dust.
      2. Put a piston/lamp etc beside the redstone dust. It shouldn't be powered.
      3. Update the redstone dust by pushing another block of redstone beside the redstone dust, and then retracting that block. Make sure when the redstone block is pushed beside the redstone dust that the dust isn't then pointing at the piston or lamp.
      4. After it retracts the redstone dust returns to a cross state, but not powering the piston.
      5. Right click that redstone dust 2 times. It turns into a dot and then a cross, and then powers the blocks beside it.
