Whenever a lever or button is placed by a setblock command, it activates only the block it is connected to and does not pass through the block, however whenever a lever/button is placed and activated manually, the redstone passes through the block successfully.

YouTube link gives visual proof of this occurring to a lever.

The bug can be recreated with ease by having a setblock command with any powered lever or any powered button facing into a block, then having any redstone output on the other side.
