Offline client cannot connect to locally hosted server

      I am running a server on my desktop and then running the launcher and connecting to localhost. 

      A Minecraft multiplayer server should accept local connections without an auth server if the multiplayer server is offline.

      AFAIK "Open To LAN" creates a local server and does this (run two clients, open one to LAN and connect to localhost with the other), so I'm surprised a regular server does not.

      • Disconnect your device from the internet
      • Start the Minecraft Server
      • On the same device, start the Minecraft Launcher
      • Play Offline
      • Connect to Localhost
      • See "Failed to login: the authentication servers are currently down for maintenance" instead of connecting
