Snowstorms are completely bugged.  It will only snow in small areas and the snow wont stop when it hits a block (it will snow through buildings).  It's been like this for a few snapshots now.  Keep in mind that I'm saw this in a Large Biomes world in creative mode, and I haven't seen any problems with snow on regular worlds.
