When you right click with a filled bucket on a block that already is filled with that same fluid, it plays the sound and animation as if you are emptying the bucket, but the bucket remains filled and can be emptied elsewhere. In previous versions, right clicking in that manner would empty the bucket, thus "destroying" its contents.
