Villagers won't breed

I have a village with about 25 beds in it, only about 6 villagers. I give them bread, they start to breed, hearts fly up and then turn into little thunder clouds. 

Attempted to add a compressed save file, but it's just over 4 times the size allowed by the forum administrator.
