Basically the title. Rain seems to completely ignore blocks in certain areas. You can also hear it while underground.

What I expected to happen was...:
Rain shouldn't fall through blocks.

What actually happened was...:
Rain fell through blocks. Pretty self explanatory.

Steps to Reproduce:
1. Wait for rain (or start it yourself with commands)
2. Look for areas where blocks are getting ignored.
