Missing localization in editing signs UI

      When I put a sign in survival mode,
      the UI is shown, but messages are in English
      even if I choose Japanese.
      At crowdin.net, there are no entries about this UI,
      so this is not Japanese l10n issue.

      I attached a screenshot. Some of background messages are shown in Japanese,
      but front UI is in English.
