What I expected to happen was...:
A raid to spawn shorty after i killed a Pillager leader and came close to a village

What actually happened was...:
The raid health bar popped up but no enemies were spawning 

Steps to Reproduce:
1. I see a Pillager squad
2. I kill the squad and get bad omen effect
3. I come close to my village and the raid bar pops up but nothing happens after that, even if i restarted Minecraft
