Placing redstone ore work fine, but when you put the redstone ore in your left hand and try and place it on top of other redstone it will not work.

This is vanilla, but with some resource packs and a few data packs. (mob heads, dark mode, durability ping v1.1.0, larger phantoms v1.0.0, Creeper_Dungeon_1.0 and auto-feed-husbandry)
