How to reproduce:
1) Added a non-campfire block to the #campfires block tag (or download the attached datapack)
2) Place the added block (in this case, cobblestone)
3) Use flint and steel or a fire charge on the block
Judging by the crash report (attached), this happens because the block does not have a "lit" nbt value. If it does, the crash report says it's because the block does not have a "waterlogged" nbt value.
