Endermen don't spawn in basalt deltas

      It is confirmed in MC-170840 that the mobs spawning in the new Nether biomes are correct, but this was said before the basalt delta was added. Currently only magma cubes, ghasts, and striders spawn in the basalt delta, but no endermen.
