Basically when a Hoglin is struck by lightning, whether that be in the overworld or with the /summon command, they do not turn into Zoglins. This might be intentional, as it only takes about 5 seconds for a Hoglin to turn into a Zoglin by just sitting in the overworld, but either way, with pigs turning into zombie pigmen excuse me, **Zombified Piglins, it feels inconsistent.
