When trying to use fishing rods with enchantments combinations like:

• Luck of the Sea II Lure III Unbreaking III Mending
• Luck of the Sea II Lure II Unbreaking III Mending
• Lure II Unbreaking III
• (those are all the rods that I have tried, and probably more)

Basically player throws the fishing bobber into water source (both spawner naturally and created by player) and you can wait HOURS and nothing will "bite" the bobber.
