Mobs like zombies, villagers, vindicators, evokers, and apillagers can't path find through rails. If there is no path around the rail(s) they will simply stop and not move.  They will try to walk around or above or some other way around the rails but not through them. Even when there is no minecart or any other mob/entity on the rails they do this.
