I have had a very similar issue: when a villager is present in a certain area of the world, the game crashes. This only occurs in a certain part of the world near 0, 0. (Partial borders best as I could find them are outlined with walls made of Sea Lanterns and Emeralds) Villagers spawned elsewhere (either via world generation or via spawn eggs) cause no problems, but whenever a villager is spawned or walks into this area, then the game crashes. The usual message is:{{}}

Although occasionally it just says 'ERROR: Game crashed'
I originally generated this world a year or so ago. The area that seems to break is a part of the chunks that were generated when I last played this world, but not all of the previously existing chunks cause a crash.
The crash contains the interior design for a villager trading hall. Since spawning zombies or zombie villagers in this area causes no problems, I assumed the bug had something to do with the path-finding of newly spawned villagers to their workstations. Spawning a villager elsewhere, even directly next to a workstation is not an issue.
Since the area seems to be (roughly) centered on a pillager outpost, I found and tested another outpost. Villagers can be spawned at this other outpost with no problems.
