Villages generate with only one villager each

      On Java Edition with seed 14rtty, there are two villages north of spawn. One is at 0, -333 and the other one is at -400, -400.

      In 1.15.2, the one at 0, -333 generates multiple villagers in it (haven't checked the other one in 1.15.2).

      In the snapshot 20w12a, both villages have exactly one villager. I know because I ended up searching the save game with an NBT search tool in case they were there but I wasn't looking properly.

      In both cases, just in case that's relevant, I generated the world in survival mode with a bonus chest, started the game, looted and took the bonus chest, and walked to the village at 0, -333, breaking some blocks and killing a few mobs along the way.
