Mobs do not spawn on soul sand, causing weird mob spawning in soul sand valleys

      This causes skeletons and ghasts to only spawn in specific areas in the soul sand valley.

      To reproduce, use this superflat world:

      minecraft:bedrock,63*minecraft:soul_sand;minecraft:soul_sand_valley;village

      Notice that no ghasts are spawning; no skeletons or endermen are spawning at night.
