Villages are half spawning in the void around the Islands buffet world- specifically, the top half of villages, although some buildings in the village may spawn on the landmasses as well

What I expected to happen was...:
villages spawning on the islands

Steps to Reproduce:
1. select islands buffet world- I used desert, but this is most likely not biome specific
2. start world
3. fly around to find structures
