I initially noticed this when a wither escaped containment under the exit end portal. Lots of testing revealed it could break free in the nether and the overworld but only some withers could do it. Later realized only blocks in chunk 0,0 would be broken from wither skulls. TNT and Creeper explosions can break unbreakable blocks. Tested with bedrock, end portal frames, and barriers.
