The bug destroys the top water layer of the two block tall Seagrass

What I expected to happen was...:
When the two block Seagrass is sheered or removed it would leave the top water layer of the block intact

What actually happened was...:
When the aforementioned Seagrass was removed from the bottom part of the block the top water layer of the block was removed leaving only the bottom water layer

Steps to Reproduce:
1. Use Bone Meal _on a block that is able to have two block high _Seagrass on it which has two water levels above it
2. After using the Bone meal and after the two block high Seagrass appearing remove with hand or sheers the bottom part of the block
