When you have a strand of at least two weeping vines, and you place a weeping vine on a full sized section of vine, it produces the sprout in its position, without breaking the lower vine or effecting anything around it. If you update blocks around it, the vines aren't effected. This is not world edit, in snapshot 20w09a this is happening and it shouldn't be.
