Mining tall grass with shears gives 2 grass items.

Expected behaviour: mining tall grass with shears gives 1 tall grass item.

I believe the same issue affects large ferns.

This behaviour makes tall grass / large ferns one of the rarest items obtainable only through savanna / taiga village chest loot in survival.
